Process description
Dry ice consists of solid carbon dioxide, which sublimes into gas in water. As it bubbles through the liquid, it captures small droplets, which leads to the appearance of the thick white water vapor! When the balloon is struck, the vapor leaves the cup, but the air slows the edges of each portion of vapor more than the center. You can even extinguish a candle with such a mechanism!
